Our Story
In September 2024, Van Buren County's Geographic Information Systems (GIS) Department proudly evolved into the Digital Information Department (DID). This transformation wasn't just a name change—it marked a bold step toward embracing the future of public service. By harnessing the power of artificial intelligence, automation, and data-driven solutions, the DID's mission is to modernize how our county serves its residents. We focus on optimizing workflows, enhancing decision-making, and expanding our capabilities to create a smarter, more connected community. Our new Digital Solutions Specialist and AI Task Force are driving this vision forward, bringing tools like our "Marty AI" and "MapBuddy" chatbots, AI podcasts and more to improve access to county services, all while saving valuable staff time.
The DID is about more than technology; it's about people. We believe that digital transformation can empower our community and improve lives. Our story is one of collaboration and innovation, overcoming challenges like job security concerns and AI adoption hesitancy. To guide our efforts responsibly, we are forming an AI Steering Committee to ensure transparency and ethical practices. As we look to the future, we're excited to expand automation initiatives, support our employees with comprehensive training, and continue building a more efficient, responsive government for the people of Van Buren County. Meet the Team
The Epitome of Innovation
Jerry Happel
Director
Jerry Happel is the Director of the Digital Information Department for Van Buren County, MI. With over 30 years of experience in GIS and government technologies, Jerry brings a wealth of knowledge in managing geospatial data and advancing digital solutions for public services. He holds a BS and MS in Community Planning and previously ran a successful GIS consulting firm for 20 years.
In his current role, Jerry leads the integration of digital tools and AI technologies to support efficient county operations. He oversees GIS services, while advancing AI implementation to enhance public services and improve staff efficiency. Under Jerry’s leadership, the department is committed to promoting data accessibility, transparency, and leveraging emerging technologies to serve the county’s needs.
In his spare time, Jerry enjoys the outdoors, spending time at his lodge in Michigan's Upper Peninsula, and enjoying the company of his wife, Hope, and their dog, Apollo Uranuses.
Walter Elsner
GIS Technician/Address Administrator
Walter Elsner is a Southwest Michigan native with deep roots in Van Buren County. He holds a Bachelor's degree in Geographic Information Systems (GIS) from Northern Michigan University and began his career in municipal government with Muskegon County. Since returning to Van Buren County in 2018, Walter has served as the GIS and Addressing Specialist for the Digital Information Department (DID).
Walter is passionate about leveraging technology to improve local government. He manages geographic data and online mapping systems to support county departments, ensuring accurate address assignments crucial for 911 services. He also works to provide public access to historical and current GIS data, making geographic information available for both residents and staff.
Outside of work, Walter enjoys raising his family in Paw Paw, where he appreciates the area's natural beauty and rural charm. He can often be found outdoors, exploring the region or sailing its waters.
Drake Olejniczak, Phd.
Digital Solutions Specialist
Drake is a former academic mathematician with a Ph.D. from Western Michigan University and a Bachelor's degree from Northern Michigan University. He transitioned from academia into the industry as a Digital Solutions Specialist, where he brings his expertise in graph theory and network science to solve real-world problems in local government.
Since joining Van Buren County, Drake has focused on leveraging emerging technologies to
enhance efficiency and improve county operations. He manages AI chatbots, such as Marty AI, to assist with public inquiries and ensure effective communication. He also leads the automation and digitization of workflows for various departments, using tools like JotForm and Power Automate to streamline services like dog licensing and vital record requests. Additionally, Drake develops data analytics solutions, using Power BI to create visualizations that support informed decision-making for county departments.
Drake lives in Kalamazoo, where he enjoys exploring the area's many parks by going for walks. He also spends his free time playing video games, making music, and relaxing with his wife and cat.
